Yes. Webflow's Starter Site plan is free and lets you build on a Webflow.io domain. It has limits on pages, CMS functionality, bandwidth, and form submissions, so a paid Site plan is needed for additional capabilities such as connecting a custom domain.

Does Webflow refund new plan purchases?
